Discussion on the Internationalized Domain Name (IDN) working group has raised the issue of Han folding: folding Han ideographs that are treated to be equivalent during domain name comparisons. This paper addresses the complete folding of Han ideographs in IDN. Firstly, the folding is locale-independent: Han ideographs that are treated equivalent in one country can be folded with other equivalent ideographs in another country. Secondly, the folding is complete: all well-accepted equivalent relations in any country are included in the folding. We address and analyze issues such as the side effect and ambiguity in Han folding.
